In this dance all couples start on the opposite side, and 4c is leading couple, starting from the bottom. The final positions are 1243, the normal situation where dancing couple and their neighbours switch places. In fact this is just a normal 3C/4L dance turned round and starting from the bottom. That is why the progression is given here as (2,1,3).
The notes say “this dance is suitable for Occasions such as Hallowe’en or Friday 13th.”
